Rustlers chop off carabao’s legs

Cattle rustlers, who were apparently after the meat, chopped off the entire two legs of a young carabao in a Virac barangay last week.Romeo Traquena, 53, complained to police that at about 6 A.M. of August 18, he went to his pastureland in Eastern Cavinitan and found that the 13-month old female carabao had been hacked to death.He said that the day before he left the carabao still tethered beside its mother. The unidentified culprits removed both legs (lapi) of the carabao and took their loot over the airport fence towards San Isidro Village, leaving bloodstains on a makeshift stair.Meanwhile, a resident of Constantino was saddened last Aug. 15 to find all of his animals dead in his compound.Salvador Ragas, Jr., 49, told probers that when he arrived home at 7 A.M., he discovered that his five chickens, two dogs and 11 of their puppies had been poisoned to death.In another development, a shop owner at a government-owned building in Sta. Elena lost a computer set to robbers last week.Pepito Tapel, 55, a native of San Miguel, told Virac police authorities that he discovered the robbery at 6:30 A.M. of Aug. 15 when he noticed that the padlocks to the main door had been destroyed. Residents oppose Virac memorial park project

More than 100 residents of two barangays, including the mother of Congressman Joseph A. Santiago, have petitioned the municipal government of Virac to recall the development and business permits issued to a memorial park project early this year.The group, headed by former Virac Councilor Roberto P. Rodulfo, expressed their opposition to the development and establishment of the Himlayang San Lorenzo at an area bordering the barangays of Gogon Centro, Palnab del Norte and San Isidro Village.Heading the list of petitioners, numbering 103, is Mrs. Nimfa A. Santiago, whose son is a political ally of Virac Mayor Jose U. Alberto II. The project, on the other hand, is owned by San Andres businessman Leo Z. Mendoza, who is reportedly eyeing another crack at his town’s mayorship next year under the wing of Gov. Leandro B. Verceles’ group.In the petition, the concerned residents said that Municipal Resolution No. 2005-11-097 enacting an ordinance reclassifying lots covered by the project from "residential" to "parks and recreation" does not grant the developer an authority to engage in direct sale without complying with existing guidelines covering the development and operation of memorial parks.They also said that Municipal Resolution No. 2006-01-010, enacted on Jan. 30, 2006, approving the Development Permit of the project is "defective and misleading" as it allegedly made to appear that the SB Committee on Planning, Zoning and Land Use found that all requirements had been complied with by the developer.It cited a provision in a subsequent ordinance on Feb. 20, 2006 mandating that "no actual clearing or construction works shall be done without issuance of appropriate clearances or permits from the Department of Agrarian Reform (DAR), among others.The petitioners said that while the barangay council of Gogon Centro issued a resolution endorsing the project, certifications from the barangay chairs of the barangay and San Isidro Village showed that no public hearing on the proposed ordinance was conducted in their respective villages.It was also emphasized that even the Sangguniang Panlalawigan was not sure whether the other requirements had already been complied with by Mendoza, particularly on the DAR conversion clearance.It was learned that last April 26, the SP Committee on Environment and Natural Resources chaired by PBM Rene O. Vega recommended that the resolutions on the issuance of development permit to Himlayang San Lorenzo be remanded to the Sangguniang Bayan of Virac for further study and evaluation.The committee likewise requested the council to furnish the SP the records of its consultations and hearings relative to the memorial park project."It was obvious that there was haste and ill intent in the passage of the ordinances," the petitioners said, expressing their concern with the possible effects of the project on the health of residents of adjoining lots and its long-term effect on the environment. Copies of the petition have been sent to Rep. Santiago, the provincial board, the Environmental Management Bureau, Department of Health, Department of the Interior and Local Government (DILG) and the Housing and Land Use Regulatory Board (HLURB).The proposed memorial park straddles four idle lots with a total area of 19,282 square meters. Insiders claim that one of the lots was reportedly owned by a municipal official before it was sold under another name to the developer at a price much higher than that paid for the other three lots.
